SYNOPSIS
This book highlighted a
compilation of 100 e-Government systems that were developed by the ROK
government in managing the country and its people. There were 10 areas of governing
covered by the book, which are:
a) Citizen-Government Relations;
b) Public Administration;
c) Judicial Affairs/ Public Order;
d) Land/ Transport / Ocean;
e) Finance/Statistics;
f ) Health/ Welfare;
g) Education/ Culture;
h) Industry/ Procurement/ Employment;
i) Safety/ Environment; and
j) Communication/ Infrastructure.
Each system was presented in
one (1) page in a compact, interesting, precise and orderly manner. The
critical information highlighted for each system included the features and
benefits, site map, target user, estimated development period and the costing
involved, managing organisation, as well as awards and recognition received.
MAIN CHAPTER
The chapter entitled
Citizen-Government Relations highlighted e-Government services that gave the
largest impact to citizens. The systems covered in this chapter are the
following:
a) The People’s Online Petition and Discussion Portal e-People;
b) Public Information Sharing System;
c) Public Information Disclosure System;
d) Online Civil Complaint Centre (Eungdapso);
e) Mobile Voting System (mVoting);
f) Mobile Civil Complaint Report System; and
g) One-Stop Civil Service Portal.
These services allowed
citizens to file petitions and voice out their opinions without having to visit
government offices. The services were handled in a timely manner and allowed
the participation of citizens in policymaking. Information disclosure and
opinion gathering are applied to enhance the reliability of policies.
MAIN THRUST
The book was designed in such
a way to highlight the features of each system in a simple and orderly manner.
It provided the reader with “need to know” information. However, the reader has
the option to read further through the URL link provided for each system.
INTERESTING POINTS TO PONDER
Korea ranked top in both
E-Participation Index (EPI) and the E-Government Development Index (EGDI) of
the United Nations e-Government Survey in 2010. Since then, Korea has been a
global e-government leader over the past decade, ranking first in EPI and third
in EGDI of the UN e-Government Survey in 2018. The Korean e-Government has
evolved through tireless efforts to make people’s lives more convenient and
facilitate public participation in the policymaking process. This book is the
ROK Government's effort to share with the world what it has done to be among
the top in the e-government initiative.
OPINION AND RECOMMENDATION
MAMPU has numerous
e-government initiatives under its purview, which unfortunately lack exposure
to the public. I believe the format presented in this book could be used to
develop a handbook about the e-government initiatives being undertaken by
MAMPU.
